Deployable Communications Deputy Manager /Disaster Field Communications Specialist
Overview
The Disaster Field Communications Specialist will work as part of the Disaster Assistance Response Team (DART) to support our customer, the Bureau for Humanitarian Assistance (BHA), an office of the U.S. Agency for International Development (USAID). The team is looking for a go-getter who can act as a deputy manager of several projects at one time, think outside the box, and remain calm under pressure. Fill in for the Deployable Communication Manager in their absence, comfortable interacting with clients and relaying team status updates during weekly and monthly meetings. The work is unique and requires someone with an exceptional personality that is comfortable in new and different environments This position often requires deploying globally at a moment’s notice, as the U.S. Government’s first responder to natural or man-made disasters around the world.
Responsibilities
Assist the Deployable Communications Manager in ensuring all readiness and response-specific processes are documented, automated when possible, and kept up to date based on hardware, software, network, system, service, security, or other potential updates and/or impacts.
Act as backup to the Deployable Communications Manager in their absence. Participate in weekly and monthly client status update meetings and relay accurate and relevant information to the client.
Provide expert advice on the development of policies and procedures.
Coordinate with other departments within BHA, USAID, and the State Department and support high-level Government officials.
Support the successful execution of the Deployable Communications task through deployment, response support, equipment, and personnel support.
Provide equipment support including but not limited to Iridium Satellite phones, BGAN Satellite terminals, printers, digital cameras, and GPS.
Provide training to deploying personnel on all equipment in BHA’s cache.
Research new technology to support our field operations, develop documentation and provide training to your peers.
Perform all Communication Officer duties including deploying anywhere in the world for up to 45 days in support of BHA Disaster Assistance Response Teams (DARTs).
Qualifications
U.S.Citizen with an active U.S. Government issued secret security clearance and the ability to maintain this level of clearance.
Possess a valid passport and driver’s license with a good driving record.
Ability and willingness to travel internationally, with short notice, to hostile (hazardous, desert) areas. Travel is between 25-50%.
Experience in Project Management and Supervisory Management.
Bachelor’s degree (or equivalent experience) plus 5 years or more Public Safety or Military experience in the following technical areas:
Radio communications (UHF, VHF, HF- both digital and analog)
Satellite communications (VSAT, Inmarsat, Iridium, Thuraya, BGAN)
Computer hardware experience and the ability to troubleshoot standard software (MS Office, Google Suite, Adobe, web-based applications)
Global Positioning system (GPS)
Geographic Information systems (GIS) and Google Earth and Base Camp
Network systems and video teleconferencing
Ability to withstand extreme temperatures and long hours often located in war torn or disaster-stricken areas.
Highly specialized knowledge and expertise in one or more of the following disciplines: communication systems, information technology, humanitarian emergency support and other related disciplines.
Effective verbal and written communication and interpersonal skills.
Ability to take ownership of assigned projects and drive them to completion.
Self-starter with the ability to work in a process-oriented team environment and to operate as the sole Communication Officer during deployments.
Preferred but not required skills and experience:
Master’s degree
Proficiency in other languages such as Spanish, Arabic, and/or French
Previous experience working with the United Nations, USAID, USAR Operations, or other non-Government agencies such as American Red Cross or Save the Children
Previous experience as an IT Service Desk technician
Previous deployment experience in austere environments
Previous experience working within the Incident Command Structure (ICS) type incidents
Preferred but not required certifications and training:
FEMA Training: ICS 100, 200, 300, 700, and 800
AH-Communications Technician (COMT)
AH-Communication Unit Leader (COML)
S-258 COMT(Wildland)
S-358 COML(Wildland)
USAR Communications Specialist
