Job description: Job Summary
Essential Duties and Responsibilities:
– Support leadership in ensuring that the project is delivered to specifications, on time and within budget.
– Develop initiative strategies for provider capacity building such as evaluating business models, creating training, recruitment, events participation, outreach approach, and support activities.
– Work closely with management and work groups to create and maintain work plan documents.
– Track the status and due dates of projects.
– Manage relationships with project staff responsible for projects.
– Produce regular weekly and monthly status reports, work plan status, target dates, budget, resource capacity and other, as well as, ad hoc reports as needed.
– Collaborate with project managers on various initiatives and projects to track progress and provide support as necessary.
– Create and maintain management plans and other deliverables.
– Facilitate regular meetings and reviews.
– Evaluate employee performance and recommend employees’ needs and development opportunities to leadership.
– Adhere to contract requirements and comply with all corporate policies and procedures.
– Perform other duties as assigned by management.
Minimum Requirements:
– Bachelor’s degree with 5-7 years of experience consulting within designated function.
– Advanced degree preferred.
– Develop solutions to highly complex problems which require a high degree of ingenuity and innovation.
– Ensure solutions are consistent with organization objectives.
– Solutions may serve as precedent for future decisions.
– Develop advanced concepts, techniques, and standards requiring a high level of interpersonal and technical skills.
– Develop new applications based on professional principles and theories.
– Viewed as expert in field within the organization.
Education and Experience Requirements
Additional Education and Experience Requirements:
- Experience with the following programs /systems working for a state agency, for a systems developer or maintenance contractor, or in a consulting capacity :
+ Special Supplemental Nutrition Program for Women, Infants and Children (WIC)
+ Electronic Benefits Transfer (EBT) Systems
- Experience with USDA Food and Nutrition Service (FNS) programs and federal regulations including experience with and knowledge of the USDA Food and Nutrition Service Handbook 901
- Minimum of 5 years of related experience
- Experience on at least one previous Health and Human Services related project involving a program eligibility determination and/or case management systems
- Ability to interface with executive sponsors, IT resources, management teams, and stakeholders on a regular basis to interview and gather information and data to support analysis
- Strong analytical skills
- Excellent verbal and writing skills
- Bachelor’s Degree from an accredited college or university; experience may be substituted for education
- Proficiency in Microsoft programs such as Word, Excel, PowerPoint, and Project
Preferred Experience and Skills
- Experience in System Modernization Planning for Health and Human Services Programs to include:
+ Development of planning documents such as Alternatives Analysis, Cost Benefit Analysis, Feasibility Studies
+ Development of Implementation Advance Planning Documents (IAPDs) or IAPD updates (IAPDUs)
+ System Requirements Development
+ Business Process Reengineering and/or Analysis
+ Development of Procurement Documents
- Preference for experience on a project that involved the development, implementation, transfer or conversion of a system that determines eligibility for a government benefit program(s) or supports the issuance/distribution of government benefits
+ Ideally a WIC management information system or an EBT system).
+ This might include support such as project management, quality assurance*, independent verification & validation, technical advisory services, or business analysis.
- Preference for experience with the following programs/systems:
+ Supplemental Nutrition Assistance Program (SNAP)
+ Temporary Assistance for Needy Families (TANF)
+ Child Welfare Programs
+ Comprehensive Child Welfare Systems (CCWIS)
+ Child Support Services
+ Other health and human services programs
*Note that quality assurance experience for this position means ensuring the quality of the entire system and system implementation project and is not limited to quality assurance testing.
Essential Job Duties:
- Leads projects or components of projects
- Manages the activities of projects in accordance with MAXIMUS established policies and procedures.
- Supports projects/initiatives by gathering client information and producing high quality written deliverables
- Analyzes data and information to provide assessments and solutions based upon knowledge, theory, principles, technology, or specialization that conform to industry standards.
- Produces project deliverables that meet and exceed performance expectations including scope of work requirements, financial objectives (revenue and profit goals), and development timeframes.
- Participates in client meetings; develops trust, credibility, and strong client relationships; and seeks opportunities to add value above and beyond competitors.
- Achieves and/or exceeds client satisfaction metrics that will increase satisfaction annually.
- Maintains a professional and problem solving approach in all dealings with clients.
- Assists in the identification of sales or marketing opportunities and participates in the proposal development process when requested.
- Willingness and ability to travel from 25-75%
- Able to work independently to accomplish tasks in an efficient manner but seeks guidance as needed
- Able to succeed in a home work environment with a heavy reliance on telecommunication
- Able to communicate confidently with a willingness to receive guidance and defer to subject matter experts

Pay Transparency
Maximus compensation is based on various factors including but not limited to job location, a candidate’s education, training, experience, expected quality and quantity of work, required travel (if any), external market and internal value analysis including seniority and merit systems, as well as internal pay alignment. Annual salary is just one component of Maximus’s total compensation package. Other rewards may include short- and long-term incentives as well as program-specific awards. Additionally, Maximus provides a variety of benefits to employees, including health insurance coverage, life and disability insurance, a retirement savings plan, paid holidays and paid time off. Compensation ranges may differ based on contract value but will be commensurate with job duties and relevant work experience.
