Position Summary:

This position is responsible for performing a variety of entry-level, technical duties as needed to assure compliance with established local, state, and federal engineering construction standards; inspects and monitors work in progress related to new developments, capital improvement projects, storm water activity permits, and excavation permits; mapping utility and infrastructure locations and installation data.

Essential Duties and Responsibilities:

  • Conducts routine and complex inspections monitoring public infrastructure and construction practices for all new developments, capital projects, storm water activity permits, and excavation permits.
  • Participates in pre-construction meetings to coordinate involvement of developers, local contractors, special districts, government agencies, city departments, and local utilities as needed.
  • Identifies construction problems and discusses them with contractor or personnel; evaluates scope of problem and determines alternative course of action; exercises professional judgment where errors could produce costly consequences. Issues “stop work” notices based upon non-compliance to standards.
  • Monitors work performed in public rights-of-way by private contractors and utility companies to assure pedestrian and vehicle safety; ensures quality standards are achieved; inspects work being performed by contractors; checks for correct materials being used; materials being correctly applied; conformance to City, State and Federal requirements; compliance with all appropriate safety requirements, such as OSHA, MUTCD, and ADA.
  • Oversees all land disturbance within the City limits to ensure compliance with EPA storm water regulations and compliance to city storm water activity permit; Inspects developments and sites to ensure the SWPPP is active, being followed, and compliant with UPDES.
  • Reviews all third-party testing on asphalt, concrete, and fill materials for compaction results; assures the proper testing of locally manufactured materials; assures compliance with established specifications; monitors uniform testing procedures in basic materials such as earth work, aggregate production, asphalt, and concrete; initiates change in procedures as needed.
  • Reviews pipeline inspection videos for quality of construction and compliance with standards.
  • Compiles statistical information; checks computations, structure lay-outs, and grades, disseminates and prepares incoming and outgoing correspondence; assures consistency between specifications and actual construction;
  • Prepares inspection reports, maintains daily work log, and keeps files organized.
  • Collects as-built information and conducts land, utility, and other as-built infrastructure surveys utilizing Trimble GPS survey equipment and update mapping of infrastructure in GIS using Arc Map.
  • Assists with construction bonds relating to infrastructure that is or will become city-owned on all new developments.
  • Performs final walk-through inspections with developers and contractors, completes “punch list” as needed to determine completion status of the project.
  • Coordinates with city staff and superintendents as necessary for matters such as water main testing and connections, street lighting and signs, traffic control and road closures, public notification, seamless permitting processes, and similar issues to efficiently complete projects.
  • Assists with other public works functions as needed, such as snow removal and urgent matters or emergency situations. Occasional night, weekend, and holiday work may be required.
  • Maintain a productive working environment which includes, but is not limited to, a spirit of cooperation with co-workers, peers, and the public.
  • Other duties as assigned by the City Engineer.

Required Knowledge, Skills, and Abilities:

  • Knowledge of general construction principles and practices; legal environment associated with construction and maintenance of public works projects; modern methods, principles and practices of street construction and maintenance; the delivery of culinary and secondary water; conveyance of storm water, sewer, and land drain collection systems; equipment and materials used in construction and maintenance operations; current codes, standards, safety practices and principles involved in public works.
  • Skilled in diplomacy and cooperative problem solving. The use of compaction testing equipment, electronic locators, GPS equipment, and computer software applications.
  • Ability to communicate effectively verbally and in writing; read and interpret plans and specifications; visualize completed projects in planning stages and estimate the end results; estimate quantity of materials accurately; perform mathematical calculations; develop and maintain effective working relationships with elected officials, federal agencies, state agencies, local governments, subordinates, and the public.

While performing the duties of this job the employee is frequently required to lift 50-75 pounds. The employee is also required to be able to coordinate two or more limbs while sitting, standing, or lying down.

Work is often performed both in the office setting and outdoors in all weather conditions, including temperature extremes. The noise level in the work environment varies with moderate levels generally around construction equipment in operation.

Minimum Qualifications:

  • Must be 18 years of age or older
  • High School Diploma or GED, and
  • 4 years of experience in construction, inspection compliance testing, survey, or similar experience related to the above duties
  • Valid Driver’s License
  • Registered Storm Water Inspector (RSI) preferred, or must obtain within 12 months of hire
