Job Description

We have an opening for a Payroll Accountant Senior level position to work in a dynamic and fast paced environment. You will be responsible for the preparation, analysis, maintenance, reconciliation, and review of complex institutional payroll functions. This position is in the Disbursement and Accounting Services Division of the Office of the Chief Financial Officer (OCFO) Organization.

In this role you will:

  • Serve as a key member and payroll subject matter expert, provide strategic leadership, guidance, and oversight to the Payroll Team to assure services are appropriately aligned to meet customer needs and comply with the provisions of Contract 44, Cost Accounting Standards (CAS), Generally Accepted Accounting Principles (GAAP), applicable California State and Federal regulations, policies and procedures.
  • Provide the team leader with assistance in leadership and day-to-day work direction; formulate Payroll Team goals, objectives and strategies for specific programs, activities, and projects.
  • Provide advice and support to the exempt and non-exempt pay desks, including the processing of on-cycle and off-cycle checks. Provide advice, assistance, and outstanding customer service to other teams within the Office of the CFO directorate, Controller, other LLNL Organizations.
  • Foster effective relationships with customers and colleagues, participate in directorate working groups.
  • Lead in the review and development of policies and procedures and system enhancements for the time reporting and payment functions; interpret and implement applicable financial/budgetary policies and procedures.
  • Independently analyze and research complex system functionality, testing, reporting and data discrepancies to ensure integrity in financial reporting.
  • Identify and oversee special long-term projects requiring the development of unique solutions to problems of unusual complexity, recommending, and implementing course of action for the payroll function.
  • Develop, recommend, and oversee implementation of solutions to highly complex problems related to payroll issues. Identify, define, and implement institutional business rules and financial practices; set standards for the time reporting and payment functions.
  • Provide audit support to complex internal and external audits. Help to implement corrective actions related to operational issues and provide input.
  • Perform other duties as assigned.

Qualifications

  • Ability to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship
  • Bachelor’s Degree in Business Administration, Accounting or Finance or related field plus substantial experience, or equivalent education, training, and experience in payroll.
  • Comprehensive knowledge of and experience in payroll and accounting, PeopleSoft and/or Oracle Payroll or similar Payroll products, processes, procedures, and systems.
  • Leadership role in a project team or working unit to achieve organizational deliverables and goals.
  • In-depth knowledge and understanding of accounting theory, policies and procedures or demonstrated experience in a payroll operation to include payroll processing and benefits accounting. In addition, experience developing and maintaining computer-based spreadsheets and report-generation applications (e.g., Microsoft Word, Excel, PowerPoint).
  • Significant experience making effective and timely decisions by applying problem-solving and analytical skills to solve complex issues requiring mature judgment, discretion and tact, and ability to successfully negotiate desirable outcomes.
  • Significant experience researching, compiling, and analyzing complex financial data by developing, applying and interpreting financial policies and procedures.
  • Advanced interpersonal skills (both written and verbally) to work independently and as part of a team to effectively explain, direct, present, advise, negotiation, and influence all levels of management, both internal and external to the Laboratory.
  • Advanced organizational, problem solving and decision-making skills necessary to independently interpret, advise, recommend and approve actions, implement solutions, create detailed and readily understood financial memos, briefings, documentation, and reports.
  • Ability to establish work priorities to execute assignments, meeting time-sensitive deadlines and working on multiple tasks simultaneously.

  • Experience with LLNL financial/accounting, payroll, and time keeping systems.
  • Experience with LLNL, DOE/NNSA, and UC policies and procedures.
